Do fragile and conflict-affected countries prioritise core government functions?

Re-building Core Government Functions (CGFs) which are responsive and legitimate is a critical process in a country transitioning out of conflict. Although there is much evidence to support the need for effective government institutions to sustain transitions away from conflict, understanding what is required to successfully develop institutional capacity within core government apparatus in fragile and conflict affected situations (FCAS) is a largely neglected area. Indeed, evidence of the connection between public spending, institutional restoration/reform and resilience is sparse in FCAS. Addressing this gap in understanding is increasingly important in light of the continuing trend towards the concentration of poverty in FCAS.

This research explores the relationship between ‘core government functions’ (CGF) and transitions in fragile and conflict-affected situations (FCAS), using the context of five countries including Colombia, Myanmar, Pakistan, Sierra Leone and South Sudan as case studies. The report is part of a multi-country research project commissioned by UNDP that seeks to understand whether (and how) prioritising public spending on CGF can lead to more successful transitions towards peace in fragile and conflict-affected countries. It aims to do this by comparing the experience of different FCAS countries and assessing the extent to which these transitions have been facilitated (or not) by increased investment to rebuild CGF.

UNDP led the development of this research together with Oxford Policy Management and with the generous support of the Government of Switzerland. It was produced in consultation with members of the UN Interagency Platform on Core Government Functions in Countries Impacted by Fragility and Conflict (IPCGF). The Interagency Platform is co-chaired by the United Nations Development Programme (UNDP) and the United Nations Department of Political and Peacebuilding Affairs (DPPA) and comprises of the UN Secretariat and UN agencies, funds, and programmes mandated to and involved in supporting the strengthening of CGFs in fragile and conflict-affected settings.

Global Project for Managing Development Cooperation Effectively - Annual Status Report 2019
The scale of ambition called for in the 2030 Agenda for Sustainable Development requires urgent additional actions - not only mobilizing a diverse range of public and private resources but also a stronger focus on the quality of cooperation and partnerships. UNDP Strategic Plan 2018-2021 also recognizes an increasingly interconnected world that requires managing the interdependence of policy choices relating to development cooperation allocation and use of financing instruments and partnership modalities. It underscores the importance of better collaboration across public, private, international and national sectors to deliver impact at scale and utilize limited resources efficiently. In light of this, the internationally-agreed principles of effective development cooperation are guiding the efforts to advance effectiveness of development efforts by all partners focusing on country ownership and results, as well as inclusive partnerships, transparency and mutual accountability to the achievement of long-lasting development results. The Global Partnership for Effective Development Cooperation (the Global Partnership) is the primary multi-stakeholder vehicle for driving development effectiveness efforts. UNDP supports the Global Partnership together with OECD and draws on UN and UNDP's existing mandate to build, develop and strengthen national capacities for mobilizing and effective utilization of international development cooperation, financing, innovation and knowledge-sharing. UNDP's support to the Global Partnership is provided and managed through the Global Project on Managing Development Cooperation Effectively. In 2019, the Global Project contributed substantively to effectiveness results and Global Partnership's accomplishments. Some of the key results and achievements presented in 2019 report are: Launch of a flagship 2019 Progress Report "Making Development Cooperation More Effective" showcasing progress made towards implementation of the effectiveness principles and production of 86 Monitoring Profiles; Launch of the Compendium of Good Practices outlining common effectiveness challenges and proposed solutions based on practical experience in ensuring effective management of all development resources; Launch of the Kampala Principles on Effective Private Sector Engagement in Development Cooperation,  which provide guidance on the effective use of international public resources in multi-stakeholder partnerships with the private sector; Launch of Global Partnership's Knowledge Sharing Platform to promote vibrant and dynamic knowledge-sharing on best practices for increasing the effectiveness of development cooperation; Holding of the Senior-Level Meeting which highlighted the importance and contribution of effectiveness by showcasing tools – from and for the country level – for making development cooperation more effective. , full_html, This report presents key results and achievements in 2019 of UNDP's support to the Global Partnership, provided and managed through the Global Project on Managing Development Cooperation Effectively.

Measuring the Economic Impact of Violent Extremism Leading to Terrorism in Africa
This study provides primary research on the economic cost and impact of violent extremism by looking at the economic cost of violent extremism focusing on 18 African countries. It examines the impacts of attacks on infrastructure and physical damage, formal and informal economies as well as the impact of 'security spending' on development processes. The report estimates that 16 of the 18 focus countries have lost an average of US$97 billion per year in informal economic activity since 2007. Bolivia's story of conflict, dialogue and peacebuilding
Between 2006 and late 2008, the discussion and approval of the constitutional project was the main source of political and social conflict in Bolivia. This report highlights the contributions and lessons learned from the United Nations and the United Nations Development Programme's intervention in Bolivia´s political crisis, especially in the National Dialogue process held between September and October of 2008, which led to the approval of the Constitution. Highlights: The Bolivian experience shows that institutions are paramount for tackling conflicts in times of high tension and political polarization; peaceful conflict resolution and effective dialogue will happen within strong, transparent, efficient institutions that are accountable to its citizens. The UN’s international observation was crucial in helping to sustain dialogue and avoid talks to break down despite tensions. Through governance programs and projects, UNDP provided technical advice in relevant areas of conflict prevention and supported spaces for dialogue between political and social actors, helping to maintain communication and exchange of diverse ideas and views UNDP commissioned opinion polls and surveys that became a vehicle to allow citizens’ voices to be heard by political actors and make them clearly aware that Bolivians rejected violence and demanded dialogue. UNDP built prospective scenarios and political analysis in support of peacemaking efforts that proved useful at a time when most actors were highly uncertain UNDP launched a national communication and advocacy campaign called Convivir, Sembrar Paz [“Coexisting, Sowing Peace”], including through TV spots that became hugely popular, calling for peace and dialogue.   , full_html, This report highlights the contributions and lessons learned from the United Nations and the United Nations Development Programme's intervention in Bolivia´s political crisis, especially in the National Dialogue process held between September and October of 2008, which led to the approval of the Constitution.
